Attached is a letter written by the LPCA Board on behalf of the William Land Park community.1 2040 GP – LPCA Ltr – 17Jan City Council We are asking the city to to “step back” and fully evaluate the “consequences” vs. the “intentions” of the 2040 General Plan. The written changes will impact traffic congestion, energy use and quality of life for low, middle and high income populations throughout Sacramento.

Regarding the R1 Zoning portion, or “missing middle” argument, these are the LPCA alternative proposals: The Board advocated for an alternative strategy for the Land Park Community Plan /City 2040 General Plan to create;

  • Transitional Scale of FAR4.0-2.0in the Tower district, while supporting increased densification along all our commercial corridors (FAR4.0).
  • Create Missing-Middlehousing on the community corridors (Upper Freeport Blvd, Sutterville south side) as a C-3/R-1 transition and on Del Rio to enhance our community centers.
  • Town houses, small-lot homes and ADUs would meet the plan objectives and enhance the community without the negative effects throughout a neighborhood of entitling rental quadplexes that have historically displaced older entry-level housing stock.

In short, we advocate for financial stability through home ownership, rather than investor development and gentrification.
