Part 1: Why the Proposed Housing Goal
The State requires the City of Sacramento to accommodate and plan for 45,580 new housing units by 2029, including 17,000 housing units that are affordable to lower-income residents.
To that end, the City through its Housing Element 2021-29 proposes a major change in land use zoning to address historic inequities in housing affordability and accessibility that often resulted from government policies of exclusion and racial segregation.

Part 2: How To Achieve the Housing Goal
The City of Sacramento proposes that all properties currently zoned R-1 (single-family) throughout the city will be rezoned to allow duplexes, triplexes and fourplexes in addition to the already permitted two ADU’s (auxiliary dwelling units) per property. The result could be as many as six units on existing single-family and vacant lots.

Affiliated Neighborhood residents are invited to attend and learn more. This forum follows two webinars held last year exploring historic housing inequities in Curtis Park and Sacramento. SCNA conditionally supports the housing proposal but requests the city provide a stronger rationale on how the stated housing goals will be achieved through the proposed R1 Zone change.
