Illegal fireworks become a bigger problem as we get closer to July 4th. Active neighbors like Lee Miller have been working to support a safer and saner fireworks plan. Here is an update from Lee about the County enforcement plan and the passing of AB1403.
The Metro Fire and Sheriff’s Department have scheduled the presentation of their plan for addressing the issue of illegal fireworks in the unincorporated county at the upcoming Board of Supervisors meeting on tentatively June 13th.
The aim is to foster enhanced communication and collaboration among Metro Fire, the Sheriff’s Department, and County code enforcement. Presently, Metro Fire lacks a cohesive framework to address code violations and relies on county code enforcement. To resolve this situation, it is crucial to establish a procedure for Metro Fire and the sheriff’s department to issue citations.
To find out whether the presentation is included in the agenda and the time slot for the agenda item, please refer to the Board of Supervisors website 72 hours before June 13th. Additionally, you can watch the live stream of the meeting and participate by calling into the meeting to make a public comment for agenda items.

In 2023, approximately 220 property owners received warning letters from Sacramento County Code Enforcement due to complaints filed against them on July 4th, 2022. The warning letters sent let the property owner know that they are on the watch list for 2023.
The Sheriff’s Department has mentioned that while there haven’t been any explicit discussions, staff allocation can be adjusted based on requirements. We anticipate the presentation will offer further details regarding staffing and the patrol strategy for the unincorporated county.
AB1403 Update
Appreciation goes out to all those who reached out, whether by phone or in writing, to the legislators throughout the process, pushing the bill forward onto the Assembly floor. Your assistance has been invaluable!
The bill successfully passed the assembly, and on May 26th the bill reached the State Senate rules committee. We hope the bill will only be assigned to a single policy committee. We are urging the governor’s office and the state fire marshal’s office to convene the working group to strengthen AB1403 before July 14th. This is necessary because lobbyists and legislative personnel will go on vacation once the legislature goes on summer recess in mid-July.

Nail ‘em App Update
The app’s performance had pipeline issues last year, but they have now been resolved in time for users to download the latest version. If the app is downloaded on your phone, it will update automatically. Opening it now should prompt you to update. If not, go to your App Store, search for the Nail ém app, and when you pull it up, it will queue the update. When filing a report, you’ll know if you have the new version because it won’t ask for your location within California or another state.
Minor changes have been made to the interface. While you can remain anonymous, we still encourage you to provide your contact information. If questions arise, this will facilitate easier communication from Sac PD or county code enforcement.

City of Sacramento Update
Sacramento FD Inspectors are collecting data for the Social Host Ordinance and examining patrolling 7 days before and 1 night after the 4th of July. Sacramento PD will handle the “buy-bust” sting operation. Vehicles will be relocated accordingly if certain areas are not busy while others are. Resources will be reallocated to where needed, utilizing the Nail ’em app and instantly generating heat maps.
In June, the City of Sacramento will initiate its social media campaign, including videos.
The City of Sacramento’s social ordinance imposes a fine of $1,000 for the first offense on the property. In the event of a repeat offense regarding illegal fireworks, the fine increases to $2,500. A third violation at the same property carries a fine of $5,000.
