The LPCA’s Land Use Committee hosted a ZOOM informational meeting on February 3rd, 2022. Kirk Vyverberg, the LPCA Land Use Chair, provided insight into neighborhood upzoning, high-density housing, and discussions with the City. As Vyverberg states at the meeting, the City of Sacramento is proceeding with plans to support SB9 and SB10 up-zoning policies but the lack of accountability found in both state bills is troubling. The City of Sacramento promises up-zoning will provide affordable housing and equity, yet, property investors and developers are not obligated to deliver such promises.

Who Pays the Price First?

Although the Land Park Community Association represents Land Park, we understand we won’t be the first to feel the impact of R1 Upzoning. Developers will go where the largest profit leads. That means buying homes in lower-income neighborhoods to build lucrative “stack and pack” rental housing. Younger families looking to buy a home won’t be able to compete with big cash offers from property investors. This will abolish a vital step to middle-class life; first-time home ownership. Many neighborhoods will become renter communities and we will be told “it’s happening everywhere, so what can you do?”

The City Needs to Re-Focus on Local Solutions

There are common-sense, locally-controlled solutions to affordable housing available right now. Duplexes and ADU’s, or granny flats, are current options allowing homeowners to increase their own equity while providing affordable housing to others. The City could work with homeowners and help streamline the permit process.  Land Park has several duplexes, tri-plexes and ADU’s peppered throughout the neighborhood. These properties show how affordable housing can fit in to a neighborhood without overwhelming it.

Sign a Petition to Keep Housing Decisions Local

There is a petition to ensure land use and zoning laws stay at the local level. Neighborhood development should not be controlled by state planners, but local government that can address the needs of, and impacts upon, local communities.
